General Directorates

Directorate General of Civil Defense

The of Civil Defiance’s tasks are not restricted to fire control and help in emergencies. They also cover public awareness and guidance programs to prevent fire and other risks.

This Directorate General has developed its personnel and equipment through training, and expanded its services geographically.

Listed below are the application procedures and requirements for various services provided by the DG of Civil Defense:

Application Procedures for Studying Construction Projects

The consultants shall fill in the proper application form and enclose the following documents:

  • Copy of the Surveyor's sketch
  • Copy of the title deed indicating the nature of the construction, or an approval of the site and the project from the authorities concerned
  • A sketch plan of the project indicating the built area, the neighborhoods and the heights. This plan will be reviewed to ensure that it is consistent with the safety norms
  • Following the initial agreement of the plan, the consultants shall produce five copies thereof for approval. An initial approval shall be given for implementation of the project

Procedures for obtaining final approval of the project

The consultants shall fill in the proper application form and shall enclose the following documents:

  • Copy of the marketing certificate issued by the Civil Defence to the supplier of the safety equipment that are installed in the building
  • Copy of the Civil Defence's certificate issued to the company which carries out the installations
  • Certificate or letter from any company licensed by the Civil Defence to ensure that the fire equipment inside the building are tested
  • A Civil defence team visit the site, ensure that safety requirements are satisfied, and give their final approval
Application Procedure for Approval of Fire Equipment Marketing

An application for this purpose must be filled in by the local agent and must enclose the following documents:

  • Copy of the commercial registration.
  • Copy of the appointment as a trade agent.
  • Copy of the certificate of membership to the Oman Chamber of Commerce and Industry.
  • Copy from recognized international technical laboratories. The certificate must be authenticated by authorities concerned.
  • Copy of former supply to other countries, if any.
  • All documents must be produced in Arabic and English.
  • Samples, models and manuals of the products.

The Civil Defence officials review the application. if the product is up to the standards, a final approval of marketing in Oman will be issued.

Application Procedures for Registration of Consultants

An application for this purpose must be filled in by the consultants and must enclose the following documents:

  • Copy of the commercial registration
  • Copy of the certificate of membership to the Oman Chamber of Commerce and Industry
  • Copy of the authorization to run the business in Oman
  • Copy of the academic and technical qualifications of the engineers. The Civil Defence staff will review the application. If it is consistent with the standard requirements, they will give their final approval
Installation Business of Fire and Safety Equipment

The local agent shall fill in the proper application form and enclose the following documents:

  • Copy of the Commercial registration
  • Copy of the authorization to run the business in Oman
  • Certificate of consistency to the standard specifications as regulated by the Directorate General of Specification and Measurements, Ministry of Commerce and Industry
  • Copies of the academic and technical qualifications of the installation technicians

The Civil Defence officials will review the application. If it is up to the standards, they will give their final approval of the business.

Application Procedures for Renewal of Certificates of Consultants, Marketing and Installation of Fire and Safety Equipment:

An application for this purpose should be filled in by the consultants, local agent or establishment concerned, and should enclose the following documents:

  • The original expired certificate issued by the Civil Defence
  • Copy of the Commercial registration
  • Copy of the trade agency
  • Copy of the certificate of membership to the Oman Chamber of Commerce and Industry
  • Copy of the authorization to run the business in Oman. The Civil Defence officials will review the application and renew the license for another period
Application Procedure for Approval of a Factory

An application for this purpose must be filled in by the consultants and must be enclosed with the following documents:

  • Copy of the title deed or lease agreement and approval from the authorities concerned, provided that the plot must be mentioned as industrial
  • Copy of the surveyor's sketch
  • Copy of the industrial permit, and the commercial registration from the Ministry of Commerce & Industry
  • Copy of the environmental permit issued by the Ministry of Regional Municipalities, Environment and Water Resources
  • Information in writing about the factory, its operation, the primary materials, the stages of processing, and the storage of materials at the factory buildings
  • A sketch plan of the project indicating the built area, neighborhoods and heights of the constructions, to ensure that the safety norms are satisfied

Following the initial agreement of the plan, the consultants must produce five copies thereof for approval. An initial approval shall be given for implementation of the project.

Application Procedures for Final Approval of any Industrial Project

An application for this purpose will be filled in by the consultants and shall be enclosed with the following documents:

  • Copy of the marketing authorization given by the Civil Defence to the supplier of the safety equipment installed at the facility
  • Copy of the Civil Defence's license of practicing the business of installation of equipment
  • A certificate or letter confirming that the equipment installed at the facility are tested by licensed company
  • Information about the contractor (name & address). The site will be visited by the Civil Defence staff to ensure that safety standards are satisfied, and to give their final approval

Note: Certain fees are legally fixed for the above services, and by law the Civil Defence has the right to review these fees.

Application Procedure for Opening Used Car Trading Exhibition and Rent Car Office

A letter from the applicant to the Directorate General of Traffic if the business is within the geographical limits of Muscat Governorate, or to the regional police headquarters if it is within the geographical limits of a regional police command. The following documents must been closed:

  • Copy of the plot's title deed
  • Copy of the lease agreement
  • Copy of the commercial registration
  • Copy of the passport and identity card

From the directorate of traffic at the regional police headquarters the applicant will be referred to the Directorate of Prevention/the prevention section at the governorate/region.

The Civil Defence personnel coordinate with the applicant to visit the site, inspect the place and make certain that it is consistent to standards. The applicant will be given an initial approval and a list of the requirements to be implemented. After implementation of the requirements, the applicant informs the Civil Defence in order to make a final visit to the site. If these safety requirements are completed, the Directorate General of Traffic or the regional police command will be informed accordingly.

Application Procedure for Opening a Restaurant/Café

When the applicant is referred by the Ministry of Commerce and Industry (Dept. of Tourism) to the Directorate of Prevention/the prevention section in a governorate or region the following documents must be enclosed:

  • Copy of the lease agreement
  • Copy of the commercial registration
  • Copy of the title deed
  • Copy of the passport or identity card
  • Copy of valid registration card of the vehicle (for mobile cafes)

By coordination with the applicant the Civil Defence personnel will visit the site to check its compliance with the standard requirements. The applicant will be given an initial approval and a list of the requirements to be implemented. After completing the requirements, the applicant should inform the Civil Defense in order to make a final inspection visit. If the safety requirements are completed, the Ministry of Commerce and Industry will be informed accordingly.

Application Procedure for Opening a Private School

When the applicant is referred by the Ministry of Education (The Private Education Dept.) to the Directorate of Prevention/ the prevention sections in governorates or regions, the following documents must be attached to the application:

  • Copy of the Ministry of Education's letter
  • Copy of the title deed or lease agreement
  • Copy of the lease agreement
  • Copy of the commercial registration
  • Copy of the passport or identity card

By coordination with the applicant the Civil Defence personnel will visit the site to ensure its compliance with the standard requirements. The applicant will be given an initial approval and a list of the requirements to be implemented.

After completing the requirements the applicant should inform the Civil Defence in order to make a final inspection visit. If the safety requirements are completed, the Private Education Dept. Ministry of Education will be informed accordingly.

Note: There are standard drawings for the above services, and by Law the Civil Defence have the right to amend them.

Transport of Hazardous Substances

An application for this purpose must be filled in and submitted enclosing the following documents:

  • Information in writing including the name and properties of the substance, its Unnumbered, the methods of handling and transporting it, how to treat it in ordinary circumstances and in emergencies
  • The driver's training method
  • The Ministry of Regional Municipalities, Environment and Water Resources' license of importing of radioactive and chemicals
  • Copy of the Directorate General of Traffic's form of the technical inspection of the vehicle
  • In case of vehicular tankers copy of the letter from the manufacturer or the local agent that the tank is good
  • Copy of the emergency plan in Arabic and English including the procedures to be taken in the following circumstances:
    • Leaking/spilling of the substance Contamination of the vehicle, fire damage of the container, road accidents, names of the personnel who are to be deployed in emergencies and their telephone numbers

The hazardous materials tankers must meet the following requirements

  • The Civil Defence's Standards
  • The driver's cabin should be supplied with copy of the emergency plan
  • Warning signs of standard sizes and according to the type of transported material must be fixed to the vehicle's body
  • The vehicle must be provided with a portable fire extinguisher of appropriate size and type according to the transported material and the size of the vehicle
  • The vehicle should be brought to the Directorate of Prevention/the sections in governorates or regions for inspection and licensing
Application Procedures, Renewal of License for Hazardous Material Transport

A letter from the applicant to the Directorate of Prevention/the prevention sections in governorate or region enclosing the following documents:

  • The expired Civil Defence's transport license
  • Copy of valid title deed
  • Copy of the technical inspection form of the D.G. of Traffic

In case of tanker vehicles a certificate or a letter from the manufacturer or the local agent that the tank is appropriate.

The vehicle must be taken to the Directorate of Prevention/the prevention section in the governorate or region for inspection, to ensure that it is up to the safety standards and to renew to license for a further period.

Gas Cylinder Storage and transportation specifications

The applicant must fills in the established application and enclose the following documents:

  • Copy of the Ministry of Petroleum and Gas license for gas sales
  • Copy of valid vehicle registration card
  • Certificate or letter from the manufacturer or a local agent that the tanker is suitable and in good condition.
Application Procedures, Renewal of license for Transporting Gas Cylinders

  • Certificate from a local workshop or inspection centre that the vehicle is roadworthy. The certificate must be in Arabic
  • Copy of the Ministry of Petroleum and Gas' license for selling liquefied petroleum gas cylinders
  • Copy of valid registration card of the vehicle
  • Trolleys must be available for carrying the gas cylinders sold to customers
  • The vehicles' fire extinguisher must be in good condition
  • The owner's name/address and "selling/transporting Gas" must be written clearly on the doors of the vehicle
  • The gas transporting vehicle must be taken for inspection at the Directorate of Prevention/the prevention sections in governorates/regions.
Specification of the Gas Transporting Vehicle

  • It should be consistent with the D.G. of Civil Defence's standards
  • It should be diesel-engined
  • The gas cylinders compartment should be covered on the top, grilled on the rear and the sides for ventilation, and floored with plywood
  • The vehicle should be orange-coloured and bearing the cautionary sign of "Becareful..Gas cylinders" on the rear. The transporting company's name and tel. no. should be written clearly in English and Arabic on the doors on both sides
  • The yellow phosphoric stripes should be fixed to the rear bumper as a caution during night driving
  • Two small fire extinguishers fixed to both sides of the rear of the driver's cabin. Neither the extinguishers nor their fittings should extrude out
  • A trolley must be available for carrying gas cylinders to customers
  • The vehicle must be taken to the Directorate of Prevention/the prevention section in a governorate on region for inspection and licensing
Application Procedures for Gas Cylinder Storage Licensing

A letter by the applicant to the Ministry of Petroleum and Gas (Dept. of Petroleum Products Sales) enclosing the following documents.

  • Copy of the title deed of the plot (if it is a property)
  • Copy of the lease agreement
  • Copy of the commercial registration. When the applicant is referred by the Dept. of Petroleum Products Sales to the Directorate of Prevention / the prevention section in governorates or regions, the following documents must be attached:
    • The Ministry of Petroleum and Gas 'proper form must be filled in by the applicant and approved by the municipality of the governorate/region/wilaya. The Civil Defence Personnel will visit the site, and if it is found suitable for storing gas, it will be given an initial approval pending the implementation of further requirements.

After completing all the requirements the applicant must inform the Directorate of Prevention/the prevention section in the governorate or region in order to make an inspection visit to ensure the completion of the safety requirements and give the final approval addressed to the Ministry of Petroleum and Gas to issue the final licensing.

Establishing Car Service and Filling Station

The applicant must present the concerned authority's approval to the Directorate of Prevention/the prevention section in a governorate or region.

Representative of the Civil Defence, the D.G. of Traffic and the supplier shall coordinate to visit the site in the presence of the applicant. If the site is suitable for a service and filling station, the applicant or the supplying company must submit the following documents:

  • An application for this purpose along with:
    • Copy of the title deed
    • Of the sketch drawing of the site
    • Initial plan of the project showing the built area of the station, the neighborhood and the location of fuel tank
  • Following the initial approval of the plan, the applicant or the supplier submits 5 copies of it and the initial approval is given for implementation of the project
  • After completion of the project the applicant or the supplier will report to the Directorate of Prevention/the prevention section in a governorate or region and fills in the proper form
  • The Civil Defence personnel will visit the site to ensure that the safety requirements are met, and the final approval for operation of the station will be given
Application Procedures for Renewal of Car Service and Filling Stations Licenses

A letter from the applicant to the Directorate of Prevention /the prevention section in governorates or regions enclosing the following documents:

  • Copy of the Dept. of Petroleum Products Sales' notice on the oncoming expiry of the license
  • The Civil Defence personnel will visit the site. If the standard safety requirements are met, the applicant will be given a letter to the Dept. of Petroleum Products Sales for renewal of the license
  • If other imperfections are noticed during the visit, the Civil Defence personnel will inform the applicant and will give them a grace period to rectify them, and fix a date for another visit
Procedures in Case of Discovering Violations

By Civil Defence Law the Civil Defence staff are empowered to take administrative actions as follows in case of violations:

  • In case of discovering any violation to the standard safety norms, a violation will be put down in the proper form. The establishment or vehicle involved must report within a specified period to the Directorate of Prevention / the prevention sections in governorates or regions for settlement of the case
  • If the violation is established, the violator will be required to pay a fine and remove the subject of the violation
  • If the violator refuses to pay the fine, a suit will be lodged against them at the Public Prosecution in order to refer the case to the authorities concerned
Documentation of Anything Relevant to the Establishment / Vehicle

A file will be kept at the Directorate of Prevention / the prevention sections in governorates or regions for every establishment/ vehicle to contain documents about everything in relation to it. The documents include but are not restricted to:

  • Ownership
  • Permits issued by authorities concerned
  • Drawings and plans of the establishment
  • Reports of regular visits
  • Violations
  • Administrative correspondence
