General Directorates

Directorate General of Passport & Residence

All works relating to passports, identity cards, visas, residence permits, and road permits etc. are carried out by the Directorate General of Passports and Residence. It provides its services at airports, sea ports and border posts as well as from its main office at the ROP Force Headquarters and the regional sections.

Residence Services

The Directorate General is entitled among its operations to apply the legality of the residence in the Sultanate, through applying the residence stamp or renewing the residence to both public and private sectors.

Road Permits

The Directorate General grants foreigners residing in the Sultanate and their visitors road permits to visit the Omani regions located beyond the land border points.

Types of Road permits for private sector:
  • One trip / Fees (8) Omani Riyals.
  • Three months / Fees (15) Omani Riyals.
  • Six months / Fees (20) Omani Riyals.
  • One year / Fees (30) Omani Riyals.
  • Collective road permits granted to companies that are implementing contracts beyond the border points according to the defined permit validity.

Listed below are the various procedures, services and facilities provided by DG of Passport and Residence:

Procedures for obtaining the passport for the first time
  1. Enclose three 4 X 6 coloured photographs with front view of the face against blue background in the national dress (Dishdasha and Turban) for males, children below the age of (15) fifteen years old are exempted from wearing the Turban and the Dishdasha. The name of the applicant must be written on the backside of the photograph.
  2. Present the original passports of both parents, and their conformed copies.
  3. Present the original birth certificate and a copy or the birth estimation.
  4. In cases where parents' passports are not available or where parents have passed away, the applicant must produce a verification of the applicant's relationship from the Shaikh, Wali of the area and Ministry of Interior and bring the original passport of a relative from the part of the father (e.g.. brother, uncle, or cousin) or the demise certificates according to the cases.
  5. The guardian's written approval stating their no-objection to the issuing of passport to his (son, daughter) if the latter is below (18) eighteen years. A copy of the father's identity card to be enclosed.
  6. A married woman must present the original passports of her parents and her husband and a letter of no-objection from the husband to her obtaining the passport; the original marriage certificate and a copy must be presented.
  7. An applicant who is over 18 years of age must process his application through the Shaikh, Wali and the Ministry of Interior/Governorate. Holders of identity cards are exempted from such practice.
  8. If the applicant's mother is a non-Omani, a certificate of proof of the marriage issued by the Ministry of Interior must be presented along with a copy. Exemptions apply for those married to citizens from the Gulf Cooperation Council states.
  9. The fees for issuing the passport are (5) five Omani Riyals for applicants below (18) eighteen years, and (10) ten Omani Riyals for applicants above this age.

Note: If the son reaches (15) fifteen years old, he should apply first for the identity card, and subsequently apply for the passport presenting the original identity card along with a copy.

Procedures for the passport substitution
  1. Present the original passport, two photographs with front view of the face against blue background in the national dress (Dishdasha and Turban) for males, children below the age of (15) fifteen years old are exempted from wearing the Turban and the Dishdasha. The name of the applicant must be written on the backside of the photograph.
  2. The passport holder has be present along with his identity card; a relative can represent him.
  3. Inn case the passport holder (males) reaches the age of 15 (fifteen) years, he must first obtain the identity card and present its copy.
  4. The fees for issuing the passport are (5) five Omani Riyals for applicants below (18) eighteen years, and (10) ten Omani Riyals for applicants above this age.
Procedures in cases of misplacement of Omani passports (within the Sultanate)
  1. The concerned person must present himself to the competent authority.
  2. Fill the form related to the report of the Omani passport's misplacement.
  3. Enclose three photographs with blue background size (4X6).
  4. Present a copy of the identity card and the misplaced passport in case found.

Note: The search for the passport shall pursue for a period not inferior to through months from the date of reporting.

Procedures in cases of misplacement of Omani passports (abroad):
  1. The applicant should approach the nearest Omani diplomatic mission at the place where the passport has been misplaced.
  2. When the applicant reaches the Sultanate, all the procedures for the misplacement of the passports within the Sultanate are to be followed.
Procedures when an Omani passport is found
  1. The concerned person should submit a letter to Directorate General's concerned section or the passport administration of the geographical region with a letter declaring his finding of the passport.
  2. The reported misplaced passport shall be cancelled, and a new passport shall be issued as a substitute after the end of the defined period.
Procedure for stamping of the residence

The required documents for stamping the residence in case of transferring the sponsorship or the data from the old passport to the new one:

  1. The original visa.
  2. The original passport provided it is valid for a period not inferior to six months.
Procedure for renewal of employment residence

Submitting an electronic renewal application, available through the website. It must be endorsed and stamped by the sponsor, and typed in Arabic for Arab nationalities and English for Non-Arab nationalities:

  1. Two photographs size (4X6) cm.
  2. The foreigner's passport provided it is valid for a period not inferior to six months.
  3. The original labour card data forms, issued by the Ministry of Manpower and their copies.
  4. A proof that that the sponsored person has accomplished the medical check from the Ministry of Health.
  5. In case the application is presented by someone other than the partners, the representative must be Omani and holding a written authorisation issued from the Directorate General of Passport & Residence as per the sponsor's request.
Procedure for renewal of other residences (Family and Student) only

Submitting the renewal application either typed by a typewriter or an electronic application, available through the website. It must be endorsed and stamped by the sponsor, and typed in Arabic for Arab nationalities and Latin for Non-Arab nationalities:

  1. Two photographs size (4X6) cm.
  2. The sponsor has to be present in the Sultanate.
  3. The original foreign passport provided it is valid for a period not inferior to six months.
  4. Copy of the resident's valid card, whom is joined by his family and children.
  5. Copy of the Omani national's identity card in case he is married to a foreigner when renewing her residence.
  6. An official certificate of proof from the University or College, stating that the foreigner is still pursuing his education in cases of student permits.
  7. In case the application is presented by someone other than the sponsor, the representative must be Omani and holding a written authorisation issued from the sponsor and attested by the Directorate General of Passport & Residence.
Procedure for issuance of road permit
  1. Filling the road permit application format in addition to filling the original designated permit.
  2. Enclosing two photographs size (4X6) cm.
  3. Enclosing copy of the sponsor's identity card in case of personal sponsorship.
  4. Copy of the foreigner's passport and a copy of his residence card in the Sultanate.
  5. Copy of the specimen signature of the authorised signatories issued by the Ministry of Commerce and Industry.
  6. Copy of valid certificate of membership of Oman's Chamber of Commerce and Industry, accompanied by a copy of the valid commercial registration.
  7. In case the application is presented by someone other than the sponsor, the representative must be Omani and holding a written authorisation issued from the sponsor and attested by the Directorate General of Passport & Residence.
  8. A letter from the sponsor requesting the permit.

Note: The resident foreigners in high professions are exempted from the road permits in coordination with the concerned authorities at the United Arab Emirates.

Procedure for adding newly born children to the passports of any of the parents

Submitting an application typed by a typewriter or an electronic "child-adding" application, available through the website. It must be endorsed and stamped by the sponsor, and typed in Arabic for Arab nationalities and Latin for Non-Arab nationalities:

  1. Two photographs size (4X6) cm.
  2. Copies of the parents residence cards.
  3. The original child's birth certificate and a copy.
  4. In case the application is presented by someone other than the partners, the representative must be Omani and holding a written authorisation issued from the sponsor and attested by the Directorate General of Passport & Residence.

Note: Regarding requests for separating the children already added to the foreigners’ passports, the original visa is required as well as the original passport and the child’s original passport.

Procedures in cases of misplacement of foreign passports
  1. The foreigner residing in the Sultanate under the sponsorship of the public sector:
    • Filling the form related to the misplacement of the passport and endorsing it from the sponsor.
    • Enclosing a copy of the misplaced foreign passport or a copy of the resident's identity card and two photographs.
    • A letter from the sponsor reporting the passport's misplacement.

  2. The foreigner residing in the Sultanate under the sponsorship of the private sector:
    • The sponsor's presence (the company or establishment's owner) or their representative, along with the sponsored person. Filling the form related to the foreign passport's misplacement and endorsing it by the sponsor.
    • Enclosing a copy of the misplaced foreign passport or a copy of the resident's identity card and two photographs.
    • A letter from the sponsor informing about the sponsored person's foreign passport misplacement, along with a copy of the company or the establishment's authorised signatory, and the valid commercial registration.

  3. The foreigner residing in the Sultanate under personal sponsorship “ Employment or visit”:
    • Filling the related form for reporting the foreign passport's misplacement and endorsing it from the sponsor.
    • Enclosing a copy of the misplaced foreign passport or a copy of the resident's identity card and two photographs.

  4. Foreigners arriving to the Sultanate with sponsored or non-sponsored tourist visas:
    • The presence of the concerned person and filling the related form for reporting the foreign passport's misplacement and endorsing it from the concerned person or the sponsor.
    • A letter from the misplaced passport holder declaring the misplacement of his passport along with a copy of the misplaced passport and two photographs.
