Directorate General of Inquiries and Investigations

About the Directorate

This Directorate is responsible for combating and investigating crimes. It processes the inquiry and investigation procedures and collect evidence by using sophisticated scientific methods.

The Directorate General of Inquiries and Criminal Investigations performs its duties through a number of departments and sections. The most important of these are the following:

  • Directorate of Crime Control
  • Directorate of Narcotics Control
  • Directorate of Criminal (Forensic) Laboratory
  • Directorate of Criminal Evidence
  • Directorate of Quality Control
  • Information and Crime Analysis Section
  • Licenses Section
  • The Arab & International Police Liaison Directorate (INTERPOL)

Directorate of Crime Control

The Crime Control Directorate is responsible for the development of experience and skills in combating dangerous crimes in order to achieve better results in this field. It channels information between the sections of the Directorate and other ROP formations such as the Directorate General of Customs on captured narcotics and associated crimes. It also delivers information and results of inquiries to the Criminal Information and Analysis Section to use it in its criminal analysis report.


Directorate of Narcotics Control 

The Narcotics Control Directorate implements national strategies on combating crimes associated with narcotics and other psychotropic drugs. It bars their entry into the country and arrest perpetrators of these crimes in co-operation of the authorities concerned both inside the Sultanate and abroad.


Directorate of Quality Control 

The Directorate of Quality Control implements the plans and programmes of performance development by setting professional practices standards and the general supervision over the Employees Evaluation Programme in the field of inquiries and criminal investigations


Directorate of Criminal Evidence

The Criminal Evidence Directorate work together with the Forensic Laboratory to set up the service and scientific response criteria and the continuous modernization and upgrading efforts in the field of science and technology which reflect the highest and best international standards of practices.


Licenses Section

The Licensing Section, under the Directorate of Criminal Inquiries and Investigation, issues fire arms and ammunitions licenses under the Fire Arms and Ammunition Law and its implementing regulations. It also issues licenses for key copying shops, colour photocopying shops and similar licenses. For details regarding issuance of licences click here .


Information and Crime Analysis Section

The Information and Criminal Analysis section organizes the criminal records and criminal analysis statistics on the different criminal methods and co-ordinates these records. It suggests the appropriate ways and procedures to combat the different patterns and types of crimes in the society.

Directorate General of Inquiries and Investigations

The International & Arab Police Liaison Directorate

The Arab and International Police Liaison Department (Interpol) of the Directorate General of Criminal Inquiries and Investigations co-ordinates and exchanges information in the field of crime combating and control with some Arab Liaison Departments, the General Secretariat of the Council of Arab ministries of Interior and with the International Criminal Police Organization (Interpol). It also circulates notes on wanted suspects and extradition of criminals.

Issuance Of Certificate Of Good Conduct To Omani Citizen

The Directorate General of Criminal Inquiries & Investigations issues certificates of good conduct to Omani citizens for the following purposes:

  • Establishing of a private training institute
  • Directing the sale of periodic newspapers and pamphlets
  • Opening a library for the sale of books
  • Opening engineering consultancy offices
  • Opening a private school
  • Establishing a typing office
  • Opening a legal consultancy office
  • Opening a studio for photography
  • Establishing a printing press
  • Opening an advertising agency
  • Opening an office for recruitment of foreign labour
  • Opening a travel and tourism agency
  • Practicing journalism
  • Candidature for Majlis A’shura
  • Opening a shop for document printing and photocopying
  • Candidature for membership in Oman Chamber of Commerce and Industry

Requirements For The Issue Of A Certificate Of Good Conduct:

  • A letter from the applicant
  • Copy of the passport or Identity Card
  • Two photographs
  • A filled application form
  • Payment of the specified fees of RO 10.000

 

Directorate General of Inquiries and Investigations

Issuance Of Non-Conviction Certificate

This certificate is issued to the Omani citizen and resident foreign nationals presently or previously residing in the Sultanate for the following purposes:

  • Practicing commercial business outside the Sultanate
  • Obtaining entry visas for certain countries
  • Immigration to other countries
  • Working as tourists guide
  • Joining the University
  • Other similar purposes

Requirements (for Omani nationals):

  • Filled application form
  • Copy of the passport or the Identity Card
  • Two Photographs (4 x 4)
  • Payment of the specified fees of RO 3.000

Requirements (for Resident Expatriate):

  • Filled application form
  • Copy of the Passport
  • Two Photographs (4 x 4)
  • Finger prints
  • Payment of the specified fees of RO 20.000

Requirements for foreigners staying outside the Sultanate:

  • A letter from the applicant, indicating their name and mail address.
  • Two photographs (4 x 4)
  • Copy of the passport including the pages containing the previous residence stamp during the applicant’s residence in Oman and current passport .
  • The amount to be credited should be (US $56.00) equivalent to (RO 21.500) Omani Reyal (Not Cheque \ Draft , Certificate and Postage charges).The fee transfer is to the Directorate General of Inquires and Criminal Investigations' account no. 3106-453888-500, Oman Arab Bank, Qurum Branch, swift code (OMABOMRU). If this transaction will go through the Intermediate bank then some charges may occurred, and these has to brone by applicant .
  • Submit by express mail confirmation of the depositing together with the application to the Director of Criminal Evidence, Directorate General of Inquires and Criminal Investigations, Royal Oman Police, P.O BOX , 446 Muscat ,113 Sultanate of Oman.

Issuance of Licenses

Fire Arms Licenses

Submitting an application to the heads of directorates and sections of criminal inquiries and investigations at the police command headquarters at the Governorates and geographical regions. The licensing form should be attached to the application letter

  • Copy of the Identity card
  • Four photographs of the applicant
  • A medical certificate issued by a government physician confirming that the applicant is free from any mental or psychiatric illness
  • Payment of the specified licencing fees.

Color Photocopying License

Submitting an application to the heads of directorates and sections of criminal inquiries and investigations at the police command headquarters at the Governorates and geographical regions. The licensing form should be attached to the application letter

  • Copy of the Identity card
  • Three photographs of the applicant
  • Copy of the Commercial Register
  • Payment of the specified licencing fee.

Key Copying Shop License

Submitting an application to the heads of directorates and sections of criminal inquiries and investigations at the police command headquarters at the Governorates and geographical regions. The licensing form should be attached to the application letter

  • A copy of the Identity card of the applicant
  • Three photographs of the applicant
  • Copy of the Commercial Register

Assistance in treatment of drug addicts

Drug addicted people are treated in Ibn Seena Hospital and also by coordination and cooperation with some hospitals and specialized centers in GCC countries by applying a request to the Narcotics Control Directorate in Directorate General Of Criminal Inquiries and Investigations.
