2. The collection of tender documents and the submission of bids will be restricted to (Omani) representatives authorized by the company. We regret to inform you that any other arrangements will not be accepted.
3. The bidder (or authorized representative) must visit the ROP General Headquarters – Procurement Committee Executive Office in Qurum (Muscat Governorate) to purchase the tender documents, and must present valid authorization from the company/institution.
4. The participating company must hold a valid commercial registration and license issued or renewed by the Ministry of Commerce, Industry and Investment Promotion (MoCIIP), and the licensed business activity must explicitly match the scope of this tender. Supporting documents must be submitted with the bid.
2. The company must comply with the Omanization (local workforce) percentage requirements stipulated by the Ministry of Labour (MOL) for the relevant sector and business activity. Official evidence of compliance must be provided.
6. The validity period of the submitted bid shall not be less than ninety (90) days from the tender closing date.
7. Priority shall be given to Omani products in accordance with the applicable regulations and national objectives.
8. The bidder must incorporate and comply with the Local Content and In-Country Value (ICV) requirements when preparing and submitting the proposal.
9. All bids must be submitted in sealed envelopes, stamped with red wax, and clearly labeled with the tender number. The envelope shall not contain the bidder’s name or any identifying marks. Non-compliant bids will be dis-qualified.
10. Suppliers who decide to refrain from submitting bids after acquiring tender documents must submit a written apology.
11. The Royal Oman Police is not obligated to award the tender to the lowest bidder, and reserves the right to evaluate based on technical, financial, and local content criteria.
12. The Royal Oman Police reserves the right to cancel the tender or re-issue it without providing reasons, and without any financial or legal liability towards the bidders.
